lost in small claims court

Ok, I was taken to court by exlandlord and sued for so called damages and I was not gonna fight it because a landlord can replace whatever they want by whomever they choose so i figured i was going to loose, I dont make a lot of money and the judge ordered me to pay biweekly payments of $12.00 starting 9/11/2006. I have now payed 3 payments each payday and thought this was going to work out, now today i get another paper in the mail saying this landlord will be garnishing my taxes before i get them, I didnot think this could be done, I am not in default of the original court agreement and I have my reciepts for the payments stapled to that agreement, can he do this and if not what do I do to stop it? Please help, he is not my only bill i need to pay off when the money comes in.What is the name of your state?

Your landlord cannot garnish a federal tax refund and a state refund would be highly unlikely. Continue paying per the agreement, if you get anymore hassles, drag the exlandlord back to court and let him answer to the judge.
