What is the name of your state (only U.S. law)? California

Someone owes me money. I have a contract they signed when they borrowed it. They've since moved (not sure where) and then I recently learned that they joined the military. Can I file suit? I'm not sure what to put for the address. Is there anything different now that they're in the military?

Google "soldiers and sailors relief act". You may have to wait to seek legal action depending on where the person is stationed.
