What is the name of your state (only U.S. law)? NY

My nephew who is 15 sold his car about a year ago, the buyer paid him for the car, then never picked up the car or title. The buyer didn't contact my nephew about the car for about 6 months, and now that it has been about a year, the buyer has told my nephew that he wants him to sell the car for him. The only proof of transaction is a hand written receipt signed by both my nephew and the buyer. Since it has been about a year now and my nephew still has the car and title, is he legally responsible for selling the car and what should he do about the buyer. The buyer no longer wants the car, he just wants it sold for a certain amount. What should he do?
