I was recently told that my older sister and husband have been using and abusing my nieces credit, i.e.: renting apartments, credit cards, cell phones, now my niece is beginning to feel the credit pains of this. Does she have any rights to force her parents to pay these debts they created in her good name? Any help would be grateful.

She can file criminal charges. This is theft of Identity. If she doesn't want to be held responsible, she needs to file soon. Then she can sue them for damages.
