Non return of security deposit

What is the name of your state (only U.S. law)? In New Jersey how long do you have to take a person to court for non refund of a security deposit? In general - is there a time limit for initiating actions in small claims court?

If you talking about tenants security deposit, than landlord has 30 day from vacating date to return tenant deposit, or should send tenant an itemized charges letter with remaining portion if any.
