problem with neighbours trees

What is the name of your state?Hi...I live in Washington State. There are four very large trees on my neighbours property just across the property line. The tree branches are growing under my eaves, laying on my roof, scratching against the widows, etc. The roots are destroying my drainage lines. The neighbours refuse to take any responsibility for this. They have paid for tree limbing on the other side of the property (that neighbour is a big man, not a small, old disabled woman like me) and also paid for repairs to the drainage when the previous owner (another big man) lived here. Do I have to bear the cost of having these branches removed and the drainage lines cleaned? The neighbours have said they don't give a damn about any damage to my property. If I don't pay to have the work done...can I be considered negligent? THanks!
