My friends and I play basketball and the hoop is placed infront of my house. My neighbor, that lives infront of me, claims that anything that another person vandalizes at anytime to his house or anything he will precede to call the cops on me. He also says that if we impede the process of him backing out of his drive way he'll call the police. I always believed that a pedestrian had a right of way. I just wanted to know can he do this because it is my hoop?

Of course he can call the police anytime he likes. And they can respond (until they realize the nature of his calls).
