really silly small claims question

I have a friend of mine that wants to sue another friend of mine via small clams court for a $15, yes FIFTEEN dollar loan she gave to him 2 years ago for some reason or another. she has no physical proof of this save for a witness or two that prolly wont even testify for her anyway. I have a general idea of what to expect of this but i would like what you guys think just to show my friend who wants to know if he can be sued or not and if he will lose. This whole thing just sounds silly to me and i cant see it even making it to court or being worthwhile at all, but just humor me if you dont mind. thanks

To start: This isn't about the money.

If the friend had PROOF of the loan, then she might prevail in small claims. Yes, it would initially cost more than $15 to file, but those filing-related costs can be recovered.

However, with no proof, your friend's not going to win anyway.

i am not in ohio but i know in my state it costs to appear in court. The friend who owes the money will pay to just be heard on the case. This amount will be more than the fifteen dollars he owes.
