What is the name of your state? OH

I went for a training to an institute run by some guy promised me a job. Nothing happened. Later I identified this guy was bogus and he did not have a license either for the s/w I got training in.
I paid 2000$, Is it possible to make him repay my money?

Where are you obtaining your inaccurate information? I've lived in Ohio for five decades and I've lived and breathed Ohio law for the last 20 years. I can assure you that no local ordinance nor any Ohio code requires a pimp to be licensed.
