What is the name of your state (only U.S. law)? Indiana

I was just wondering if their was a law in which that will stop a company from charging me for a service that they cannot provide to me? I am purchasing a internet service at a certain speed and when I bought the service I was not told that they are having problems and cannot provide me with the speeds I'm paying for.
