Even after signing a 'Settlement Praecipe'..Can I file a motion to request a new hearing/pre-trail by another Judge/Magistrate based on the grounds that I respectfully decent with the ruling of the current Judge since he showed parciality to benefit the plaintiff/collection agency and ruling in his favor without much considerations to my defense and arguments?
