My sibling borrowed a larger amount of money 6 yrs ago, i have asked for it back and its always an excuse, do I have the right to add intrest on to the amount borrowed and how do I file small claims if I live in iowa and they live in oklahoma?

Do you have a contract that specified interest on your "loan?" If not, then no, you cannot charge interest.

You will have to sue them in their jurisdiction (where they live).
