slander (libel on a forum) question

What is the name of your state?

I do not live in the states but am a legal US citizen. So I have no idea what this would go under.... also the person claiming slander is rfom the UK. So my first question I guess is how would a suit be filed like this. Secondly,
Is calling someone a 'complete idiot' slander (libel) on a forum? Any previous court trial documentations would be nice.
