What is the name of your state (only U.S. law)? WISCONSIN

I want to file small claims against someone but I do not have their current address because they moved without telling me where they were going to live.
Do I need their current address so they get the information and if so how can I obtain this? If not is it okay to send it to any address I have for them even if it's their parents house or an apartment they use to live at?
