hello I need some advice, I had a civil claims court letter delivered in my mail, but I marked it return to sender and dropped it back off in the mailbox.

I read I must respond to this or default judgment will lose my case.

I want to file a dispute note but I do not know the Toronto, Ohio court address/phone or my action number.

What happened was:

a friend of mine paid someone with paypal and he shipped the phone to my address.

then friends paypal account got frozen/held for 180 days.

Seller is now sueing me for money back/will not accept return of phone.

Can I dispute note that seller should be contacting paypal or the buyer?

is that a valid reason for my case, since I never purchased anything nor have the phone, was given to my friend.
So did you give the phone to the friend. Why didn't you answer the complaint? Contact the court's chief clerk and explain the circumstances.
