What is the name of your state (only U.S. law)? North Carolina

I paid someone $750 to refurbish cell phones for me. He never could complete the job. The phones were sent back to me with nothing having been done, but did not receive any money back. Since the 9 months ago that this happened he has paid me $80 of the original $750 back. I have been asking him about the money for months now and keep getting the same reply, "I have no money to give you."

If I take him to Small Claims is there really anything they can do? He isn't denying that he owes it to me, he just claims he has no money he can pay.
