What is the name of your state? Nevada

If couple is legally married but separated (estranged) and one spouse dies (the one for whom the debt is for), and there is claimed to be no estate, is the surviving spouse responsible in a community property state?

Also, if spouse did not sign a contract for medical services (admittance form), is he/she still responsible in a community property state?

My response:

As to all of your questions, yes. You're on the hook.

Had you filed for, and been granted, a legal separation the marital financial umbilical cord would have been cut long ago. But, since you're still married in a Community Property State, you're still on the hook.
