I missed a pet grooming appointment with a first time groomer. She is stating I need to pay for the missed appointment. Can you take me to small claims court? I

While you could be sued, to win, the plaintiff will have to show you agreed with the fee by implication or by expression. Just not showing up after setting an appointment would not be actionable. Not showing up and not cancelling your appointment after you were notified of the fee, could be actionable, depending on the facts.
