I live in Washington the state. I served someone with small claims papers but the person is a minor, can I still sue him? It's for stolen property.

His parents.

why? What did they do?

There are situations where you can sue the parents but not simply because the party you want to collect from is a minor. Generally there has to be some duty imposed by law that places the parents liable or liable for the minors actions or debts.
