What is the name of your state? WI

I had loaned about $3-4k to an old boyfriend. And I have proof the money was given to him and we had a verbal agreement that he would pay me back-he even said he would pay me back in front of a witness. He currently lives in IL. Do I have a case or should I chalk it up as a loss? What is the time limit for a case like this, ie it happened a few years ago and I have been trying to collect for some time. I have proof that he had started to pay me back.

"Do I have a case or should I chalk it up as a loss?"
*** You very likely do have a case. But the real question is how GOOD a case?? It is inherently weak since there isn't any physical proof that this actually happened, that it was a loan, that there was an agreement to repay, etc.

** How many is a 'few years'??

"I have proof that he had started to pay me back."
*** That might help to support your claim of the loan. When was the LAST payment made to you??
