I had lent $1000 to my friend. Now he is avoiding me. I have a proof of amount transferred to his account and as well as a mail from him telling that he will repay. How do I go about collecting my money ?

ask him.

If that doesn't work, you would probably be best served by suing him in small claims court to obtain a judgment.

If the court oversees payment of judgments, you can ask a court to do so. If not, you can ask your friend to pay the judgment. If he won't, then you take whatever legal actions are allowed in your state to obtain payment on a judgment.
