What is the name of your state (only U.S. law)? Indiana

My grandsons are 17 and 13 years old and currently receiving benefits due to the death of their mother. At what point will they no longer receive benefits?

Their father is currently the designated payee for their benefits. He has set up bank accounts in their names and is the designated payee on these accounts. He consistently writes bad checks on these accounts. (For example, right now he has written a check to the 17 year old for $10 and one to the school for $35 for his lunch but told him not to "cash" it yet because there was no money in the account.) Is it possible for these children to get the payee changed even though it is their father?
