Social Security Name issue

I'm not sure which section this would fit under but I live in Kansas. I've recently ran into an issue in attempting to get a passport and marriage license. When I received my official birth certificate the last name listed is my father's last name. My mother had always used a hospital certificate for everything which was in her name so my social security card and everything else is in her last name. What I would like to do is just take the name on the birth certificate however ssa is saying that I can't apply for a new number in that name or change the old number to match without documentation from a court stating my name changed from what they have it as. I don't honestly care about maintaining social security benefits or insurance associated with the old name since I've mostly been a home maker my adult life. I just need a card that matches my birth certificate. What would be the simplest way to go about it? Is there a way to do it without having to get an attorney?
