It is the driver's responsibility that the vehicle being driven is compliant with the law, which includes having insurance.

Hit and Run is a VERY serious violation.

You can tell your daughter to be looking over her shoulder for AT LEAST a year.

Who is at fault?
Your daughter, for causing the accident, for fleeing the scene of an accident, and for driving while uninsured.

Before taking any steps, sit down with a local attorney or two or three ASAP and see what they advise. If the general consensus is that your daughter should turn herself in to mitigate the charges against her, then she should definitely be interested in retaining an attorney to defend her. Talk to an attorney!
