accident in NY

Ok, a few months ago now, i got into a fender bender in my home state ny. actually not quite a fender bender. I pulled out into traffic, and didn't stop in time and rear ended a car stopped at a red light. we pulled off into a parking lot, and she insisted i call the cops. So i did, the cop came, asked what happened. The women said, i just heard tires screeching, and felt a bump. he said Ok, looked at the damage, and went back to his car with our information. I cracked the license plate frame of her grand am, and lightly scratched the bumper, there was no damage at all to my car(gotta love honda's!)
The officer gave us each a sheet showing exchange of information, and that was it.
So i expected to hear something, but never did. I didn't inform my insurance company because i assumed i would wait to hear something first.
also i didn't get issued a ticket.
this was over 2 months ago now, and my driving abstract shows no accident, and my insurance premium includes a $140 credit for accident free..

Anyone know why this is, and how this all makes sense? Shouldn't i have gotten a ticket, and shouldn't it be on my abstract?
