AZ red light ticket questions

Scenario: An individual has a suspended AZ drivers licence and recently received a red light ticket in the state of arizona. The photo of the driver is very blurry and has no facial details, only a silohette.

Questions:
1.) If he is not served with in 120 days(assuming this is the required time frame), it has been indicated on this forum his licensce would be automatically suspended. What about this scenario?

2.) If the individual chooses "Option B: If you were not the driver" if the court didn't dismiss the case what would be the following step? Could the individual still plead not guilty identity beyond a reasonable doubt can't be concluded.

3.) What approach to such a scenario would be adviced?

1- As others have said, how did the 'individual' receive the citation?
2- Was it via certified mail?
3- Why is the 'individual' risking NEVER having a drivers license, severe fines and possible jail time driving on a suspended?
