I received two tickets for expired registration on my car totalling $1500. The repairs I need to do to my car will exceed $1500. If I donate my car to charity or scrap it, will I still have to pay my fines?

Yes. The fines are for what you did up to the point you were stopped. Getting rid of the vehicle does not end your obligation to pay the fines.
