CA Highway Patrol Gives Surface Street Tickets

What is the name of your state? California

Can a CA Highway Patrol give out citation if the incident(violation) happened on "surface" street?

If not, can they follow the driver until the driver hop onto the freeway, and then give out the citation?

I unintentionally "failed" to yield to on-coming traffic on surface street, and the CHP followed me(for about 20-25 yards) until i hop on the freeway to give me the citation.
