Californian speed violation

Hi, I have some doubts about a speed violation comitted last april going by car from Las Vegas to San Francisco.

I am spanish but I am working in Mexico, and I was on holidays in California. So when I was driving from Las Vegas, and about 3 hours before arriving to San Francisco, I was stoped by the police...the speed limit was 70 mph and my speed was 96 mph.

The car was rented, but they don´t have my credit card.

The police send the fine to my Spanish address that I had provided a month later, and the amount was 410 USD.

Now, I doubting if pay or not. So my questions are:

1) If I don´t pay, what are the consequences. Do this kind of fines prescribe?

2) It is possible to appeal and try to avoid to pay it.
