Can I have this expunged from my record?

On Feb 2nd of this year I was hit by a woman who rolled through a stop sign. When the police officer arrived he quickly surveyed the scene and decided that it was my fault scene I had crossed a double line. Despite the fact that I had the right of way, the woman neglected to stop, I was cited and charged with the accident.

My insurance company refused to pay for the damages on the woman's car and took them to court for damages on my car. They have since won the civil suit and the woman was found liabal for the accident.

Since this civil suit has found her to be 100% liabel can I have this expunged from my driving record?

Possibly, but you would need to contact an attorney in your state. If you did not contest the citation it has been entered as a guilty plea. Once this happens the courts have no incentive to reopen the case and the legal fees to try would be expensive.
