What is the name of your state (only U.S. law)? PA
My nephew, who is 17, was issued citations for moving violations, littering, ect totalling over $700. The officer who issued the citations did not issue them to him during a traffic stop. Another driver called the police and reported all the information and my nephew was then called to the poloce staion and cited on the word of the other motorist because he was a minister and the officer said he believed him over a 17 year old. I would like to know if it is legal to issue these citations without witnessing them?

He can issue the citations. However if your son goes to court, the person who claimed they witnessed the violations will need to be there.
