Civil action against speeders?

What is the name of your state? Colorado

Can someone take civil action against residential speeding? (Endangerment is the premise. This scenario includes a history of evidence collected and no criminal actions in place, even after law enforcement has been notified more than once.) Thanks in advance for your advices.

no you cant. enforcement of traffic laws belongs to your local police department.
