Civil violation - Vermont

What is the name of your state? CT

I was issued a civil violation in the state of VT today for travelling at 68 in a 55 zone. The normal speed limit is 65 but it apparently was reduced to 55 due to a work zone (no workers anywhere in sight, although lots of cones). Does anybody know if in the state of Vermont the officer issuing the "ticket" must be the officer that observed the violation? In my case the officer who signed the "Civil violation" was at least a mile away from the alleged worksite. An officer working the site apparently used radar to clock me at 68 (posted 65 zone, reduced to 55) and radioed ahead. In many states this cannot be done, does anybody know about Vermont law in such cases?

Do you have any references for that opinion or is it something you know from experience?
