Convicted of the same crime twice?

I was stopped for driving without my headlights on.I was also driving without a licence.The police officer gave me a ticket for driving without a licence but then let me go on my way.10 minutes later I arrived at a police checkpoint asked for my licence of course.I then explained to him about the ticket I was issued previously.He then tells me to drive to the right where other officers are standing. I tell the next officer the same thing he then gives me another ticket for the same thing this time towing away my car.My question to you is will I be convicted for the same thing twice? I mean I wouldn't of driven my car if a police officer wouldn't of said it was alright to do so.Thanks for your time.
