I was recently pulled over around 10:30 at night coming off a highway into a construction zone. As I was approching the construction zone and slowing down, a vehicle pulled out of the grass with its lights off and followed me onto the bridge which was having the construction done. The police vehicles lights were off for a few seconds before he turned them on and his flashing colored lights. Is that a violation of the officer. Also what about the radar with lights off. He said I was doing 55 in a 35 and then 54 in a 25 construction. Any advice.
