Dangerous Driving

What is the name of your state? Washington
Recently my friend grabbed a skateboard and grabbed on the back of annother friends vehicle, and in a neighbor topped off at about 20 mph before stopping. Isn't this Illegal? and if it is not, what would a Police Officer do if he saw this happening. Thank you!
