Definition of a Highway -- CVC 21651

I was stopped by a deputy Sheriff in Orange County, Ca on a motorcycle and cited with CVC 21651 (a) (2).
For making what she claimed was an illegal left turn.

I looked up the law and it reads:


21651. (a) Whenever a highway has been divided into two or more
roadways by means of intermittent barriers or by means of a dividing



I'm not sure I was on a "highway" and thus I'm wondering if I am guilty of the charges.

What is the definition of a highway in the CA vehicle code?

Am I likely to win a case based on the fact that the deputy charged me on a surface street and not a highway?

"Highway" is a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. Highway includes street.
