california. i was handcuffed by a police officer and yet never informed of the reason and he didnt ask for i.d or my name or anything? what are my rights regarding this? how long can i legally be detained without an arrest?

There appears to be a hole in your story. What exactly were you doing at the time? You can be detained for up to 72 hours before charges are filed.
