Does a TWD waive Right to Speedy Trial?

I was wondering if By filing a Trail By Written Declaration in California, if that waives my right to a speedy trail. at the arraignment I didn't waive that right and they gave me a court date. I decided to do a TWD and when I got the verdict back the date on the judgement was over three weeks after the date on the clerk docket. Does this qualify for dismissal?

California Trial by Declaration

Trail By Written Declaration
That is a trial. When you changed your mind to a TBD the court date for a trial was no longer in play. You can now file for a new trial within the time limit.
