What is the name of your state (only U.S. law)? Virginia

Hello, my brother who is 17 and has a permit was pulled over today.He did not do a traffic violation and the car was not towed, however he was given a juvenile court date and the section code given was 46.2-300.My father had to go and drive the car home and my brother was let go.My question is what will be the fines and would there be any jail time, and also would my parents be charged as well because they have to also go to the court along with my brother.
