We get tips like Kaz suggested all the time. Some departments will take the time and look into it, and some will blow it off. It's sort of hit and miss.
On the other hand, most states allow for the public release of certain information related to driver licenses and vehicle registrations. The used to sell all sorts of information, but the Driver's Privacy Protection Act of 1994 restricted much of that information. Driver's license status, however, is not federally protected and may be released by state DOT/DMV.
My suggestion.......check with your state's licensing authority (here in Pa it's the Pennsylvania Dept of Transportation......not sure who it is in Ohio). There may be a fee for the information, but the y should be able to direct you to the proper person/paperwork.
Of course the easier solution, if you wish to see him prosecuted for driving, is to tip your local PD.
