What is the name of your state (only U.S. law)? Ohio

I have a friend who was pulled over while driving without insurance, one month later he was pulled over for driving under suspension, after this he was told he could not drive for two years, which is understandable, but they told him he could not have work privileges either, my question is, Is there anyway he can get work privileges?, it is very important that he is able to drive to work, again I understand it is his fault 100% and would understand if it is not possible.

I wouldn't count on it.

Your "friend" is what is known as an habitual offender. He doesn't seem to listen too well and is about to pay the price.
