Can I sell my car while it is in police impound, and can the new owner retrieve the car from impound?

The impound fees are killing me!

You will need to clear up the registration issues. Also, you are in default on your loan.

I have to register it before

I can sell it you're saying? Or can the new owner then register it? Not sure how that works.
I don't expect the loan to be a problem. That I can payoff.
Thank you.

As long as you make all the required disclosures about all these deficiencies and as long as the buyer is aware of and in agreement with the terms of the sale then you can sell the vehicle.

Keep in mind that I, and with all due respect, would not buy a car without having the ability to inspect it but that's just me. ;)
