Officer trying to direct traffic from his car, no cones or blocked intersection. Thought he was waving me on, made a right turn and there were workers past the intersection. Ticket states failure to obey an officer. Ticket marked civil but has a criminal code. How do I enter a plea of not guilty and ask for a pre-disposition conference hearing, also what information must be sent to the prosecutor?
