What is the name of your state (only U.S. law)? New York State.

Could I FOIL for details on previously issued tickets? For example, how many tickets were issued last year for the month of JULY, and how many of those were for speeding or other offenses?

FOIL is an algebraic term -- first, outside, inside, last.

What you want is FOIA -- freedom of information act -- request. And depending, yes you can request that. But for what purpose? If for trial that type of request will not help.

FOIL is correct - it is New York's Freedom of Information Law. It is the NY equivalent of Missouri's Sunshine Law.

For the OP:
You can request that information. But from whom are you requesting the information and what info do you actually want? You need to request the information from all the entities serving the targeted geographical area during the specified time period.

I love FOIL requests. But for NYPD, the various records officers are usually the most pleasant public employees you will run across. Here is the FAQ:

As for the records you want, keep in mind that while the total number of tickets, sorted by jurisdiction, shouldn't be much of an issue, I don't know whether they are also customarily sorted by ticket type (eg, speeding vs. DUI). If not, then the state cannot be compelled to create the records for you, but they still have to give you the rest of the information you requested.
