Following too closely in Connecticut

What is the name of your state? I live in NY but received a complaint ticket in the mail from Conn.
Can a trooper issue a ticket to the owner of a vehicle and presume the owner was driving based on the license plate of the vehicle?
Trooper was on other side of road, I believe, and saw a vehicle following an ambulance as ambulance worked through the traffic. Trooper probably got license plate from vehicle and issued ticket to owner.
What constitutes following too closely in Conn.?
Doesn't the trooper have to identify the driver at time of alleged infraction? Even driver's license number on ticket is incorrect? Is there a law in Conn. requiring trooper to file a sworn complaint?
