In Georgia, what is the punishment for driving someone when you haven't had your class D license for 6 months?

I found the DDS Manual: http://www.dds.ga.gov/docs/business/tcrm%202012.pdf

Here it says on page 66

"Note: Class D license “conditions,” as referenced in O.C.G.A. §40-5-24, should not be confused
with license “restrictions,” as referenced in O.C.G.A. §40-5-30. An officer citing a driver of
violating a Class D license “condition” should charge under O.C.G.A. §40-5-24. A violation of
O.C.G.A. § 40-5-24, in and of itself, will not result in a suspension, is not a points-bearing
offense, and does not need to be reported to DDS"

So according to this it is basically saying that I will only be fined for this?
