I was driving 60 mph in area of 40 mph. I received gs20 141(j1) and required to appear in court. What is this about?

It's about you doing twenty miles an hour over the posted speed limit.
Apparently that's not allowed in the state that you have yet to mention

GS 20.141 is the North Carolina speeding statute. 15 MPH over the limit (or over 80) results in a misdemeanor charge. You may wish to consult a lawyer. PJC is not allowed for this charge.
