What is the name of your state (only U.S. law)? Illinois/ Virginia

I did not know where to post this so i also posted it in the non- moving violations area
in the state i live in i have expired drivers license but can not get it renewed because of court fines in Virginia 0ver $6000. is there anyway to get a hardship license either in Virgina or Illinois so that i can go to work and make money to pay off the fines. does Virginia courts have a hardship wavier? or is there anyway to reduce the fines. the offenses where made in 2003, it has taken me this long to try and make payments because of lack of work , injuries. but now i have a chance at a good paying job but need to drive to get there
