Question

Headlights off Violation?

I was pulling off the highway in Los Angeles, when I pulled behind a CHP officer stopped at the light. He then switched lanes and got behind me, to pull me over for my headlights being off. The same officer had passed me about 30 seconds ago without any incident. I must have just hit the button when I was putting on my signal. So I have 2 questions.
1. Is the Highway patrolman out of his jurisdiction by pulling me over on the street / Is the offramp part of his jurisdiction?

2. Do I have any chance of fighting this??

1. He can follow you and pull you over in the 7-11 parking lot if he wants to.
2. Do you know the Traffic Court judge?

Are you sure the officer saw you the previous time?
